Council control

The ring is governed by four organs. Engineering is final on safety; the market sets the flows; Management flies the ring day-to-day; the Owner stays neutral. A firewall keeps commercial pressure away from the safety case.

Engineering Council

Authority: absolute on safety

The "IEEE of the ring" — it writes and owns the safety case, the protection philosophy and the standards every hub is built to. On any question of safety, its ruling is final.

Commercial Council

Authority: market rules & fees

"NESO-style governance" — sets the market rules, access terms and carriage fees under which nations trade power across the ring. It never overrides engineering.

THE FIREWALL — ENGINEERING IS FINAL ON SAFETY

Management (Control Authority)

Authority: HQ-exclusive command

Flies the ring day-to-day from HQ. Command of the live ring is HQ-exclusive — only the Control Authority may direct operational switching within the standards Engineering sets.

Owner (TSGB Luxembourg Ltd)

Authority: neutral owner-operator

The neutral owner-operator. Owns the asset and takes no side in the market — a neutral courier of electrons, holding no generation and favouring no nation.
