EuroRing is a neutral courier — the market decides who generates. This is the optimal reference it can be judged against: the cheapest generation that serves demand while keeping every cable within its thermal limit, solved as an exact security-constrained linear program over each nation's live marginal price. Where the network binds, the cheap dispatch cannot fully flow — that constraint is exactly what the market prices.
